Remove packages moved to LHCb branch

Gloria Corti requested to merge follow-lhcb-sim09 into Sim09

Remove GaudiPolicy and Det/DDDD now in LHCb branch sim09-patches to be used for future Gauss Sim09 releases.

It needs MR LHCb!1196 (merged)
