WIP: Modify production cuts via interface added to configuration.py - LHCBGAUSS-1253

Adds the ability to set production and tracking cuts as options to Gauss which are then set during configuration. Removes the problem with Gauss crashing due to re-initialization of GiGa in the job options. This problem does not exist with setting the tracking cuts, but the same functionality is now added to future proof against any changes to Configuration.py in the future that may result in the issue also occurring with user modification of the tracking cuts.
