New Dec Files for STARlight productions

Elisabeth Maria Niel requested to merge elniel/DECfiles_STARLight into master

New files for STARLight: jpsi->mm (coherent event type 2414005 and incoherent event type 2414006) , Psi(2S)->mm (coherent event type 2414008 and incoherent event type 2414009) and gamma gamma->mumu (coherent event type 24142007). Adding IFT as working group in the decparser.
