Make sure minimum mass for resonances with non-zero width is larger than 10-4 in order to make sure that when we decide to which channel to decay we use minimum rather than mean mass. Fixes LHCBGAUSS-1716.

This will have some effect on some decays and thus we should have change letter of Sim09.
