Resolve LHCBGAUSS-1697 ".richupgradegeometryupdates"

The MaPMT array configuration has modified to be compatible with hardware. The corresponding modifications in Sim/GaussCherenkov is contained in this MR. This is a major update and requires the Det/RichDet in the LHCb version made with its master as of 14-07-2019 or later. It also needs the new versions of DDDB and SIMCOND. They are now in branches, each with the label upgrade/RichUpgrade-MaPMTArrayUpdates. They are expected to be merged and new tags created in the coming days. The updates made in GaussCherenkov are backward compatible so that one can run Gauss with older versions of the Databases. This feature involves few 'if' statements to check on the version of the database configuration. Once the new versions start to be used for the regular productions and the period of transition to the new version is over, we plan to remove these features to save a bit of CPU time. All these have been tested through the full chain Gauss v53r1 -Boole-Brunel to verify the the performance is similar to that obtained before.
