The 'Gauss-YEAR.py' options now contain the setting of the beam and simulation parameters, while the DDDB and SIMCOND tags are in a dedicated file 'DBTags-YEAR.py' (details in LHCBGAUSS-1453)

Use latest tags for DDDB and SIMCOND for all years: those of DDDB are for Sim10, for SIMCOND they are still identical to those of Sim09

Use latest tags for DDDB and SIMCOND for Upgrade.

Partly correspond to LHCb/Gauss!329 for Sim09-upgrade
