WIP:fix to photons from starlight

Albert Bursche requested to merge bursche_starlight_photon_fix into Sim09

StarLight produces only a 3 vector for the momentum that needs a mass hypothesis to get a proper 4 vector. In the case of photons in the final state unphysical four vectors. The fix runs but still needs validation.
