Modify propagation for corrected acceptance, all track types

Adam Davis requested to merge adavis_modify_propagation_for_corrected_acceptance into WIP_Lamarr

Change Lamarr's default behaviour to have fiducial acceptance cuts. At the same time, do so as a function of track state, allowing for all track types to be reconstructed.

Benedetto is cross-checking for the changes in Lamarr based on this.
