Configure the Primary Vertex for ParticleGun in the upgrade as in 2018

This is a temporary measure.

It passes datatype 2018 for the upgrade since that is not recognised by the configurable that smears the value for smearing of the 'reconstructed' PV.

This will allow the production of particle gun for calibration for the upgrade.

Eventually we should set DataType = 2022 for Upgrade 1 and set values as expected. We should also at that point reserve Upgrade for future upgrade studies.
