Modifying BcVegPy and GenCuts to add production of excited Bc states
The BcVegPy generator is modified to add the generation of excited Bc states
This is the results of the manual cherry-pick of !501 (closed) that was for Sim09[^*]
The manual cherry-pick was needed due to the incompatibility of the target branches, Sim09 and master, that were each imported from svn not allowing a switch of the target branch for !501 (closed).
Minor conflicts in the cherry-pick were fixed in
Gen/GenCuts/src/BcDaughtersInLHCb.cppGen/LbBcVegPy/src/component/BcVegPyProduction.h
