Dedicated files for DBTags for 2022 (upgrade) and clean up example options

Make a separate dedicate file for DBTags for 2022, for now the dataType is still Upgrade.

Clean up the example options for the Run3 upgrade and set the beam conditions as those at the beginning, i.e. 1 x 10^33 as also faster for tests.
