Prefer GaudiProjectConfig.cmake from LbDevTools to that in Gaudi
This change fixes the issue of LbEnv leaking in the Gauss environment when building on lxplus.
In principle it's backward compatible, but we experienced problems when using a version of GaudiProjectConfig.cmake different from the one in the required Gaudi version, so we may have issues with very old branches.
