Lamarr based on scikinC for Run12

Lucio Anderlini requested to merge WIP_Lamarr_scikinC_2 into master

The machine learning models used to model the tracking efficiency, the tracking resolution and the RICH particle identification are now deployed using scikinC.

It is equivalent to !756 (closed), that for history replaces !754 (closed) and !755 (closed)
