Fix test checking signal flag and check DecFiles version only if major release change ignoring v999

Add options for signal flag tests and replace check of log files to verification of needed output block for signal.

In preprocessor introduce the replacement of v999 with v32: this way the check will be valid for all slots including those using DecFiles Sim10 branch. Need to remember to change it when a new major release is deployed!
