Activate CaloCollector in Sim11

This ports the CaloCollector monitoring tools (introduced in !808 (merged)) from Sim10 to Sim11.

It is mostly done, but it needs the algorithm that locks IOVs, i.e. it depends on the problem described in #79 (closed).
