Turn off the default behavior of Madgraph cuttool.

Decay files should have the option to pass cut tools to the Madgraph configuration, and not have it being forced to none.

We should probably also think about if we want to remove some of these other default settings to avoid this sort of issue in the future where people don't realise their dkfile options are being overwritten by the defaults.
