cleanup HltBase

Gerhard Raven requested to merge master-cleanup-hltbase into master

HltBase<GaudiHistoTool> is never used, so remove the template-ing in HltBase and rename what used to be HltBase<GaudiHistoAlgorithm> into HltBaseAlg.
