Split Hlt2SMOGPassThrough line and set DQ bit for pHe settings

  • Split the Hlt2SMOGPassThrough line into
    • Hlt2SMOGPassThrough to pass only the trivial lines (BE/EB NoBias, MicroBias(LowMult))
    • Hlt2SMOGDiMuon to pass Hlt2SMOGDiMuonHighMult
  • Set the DQ routing bit for all Hlt2SMOG lines except SMOGPassThrough
