WIP: LBHLT-141: rate reduction of Hlt2DiMuonBTurbo++

Tuning of the Hlt2DiMuonBTurbo line:

• rate reduction (LBHLT-141) using tighter mass cut and loose PID cuts;
• renaming into Hlt2DiMuonUpsilonTurbo, to avoid confusion with the Hlt2DiMuonB line on full stream.
• new filter, separated by the Hlt2DiMuonB one.

WIP: Ongoing discussion (LBHLT-296) about the Hlt2DiMuonB (full stream) and Hlt2DiMuonUpsilonTurbo coexistence.
