Add monitoring of SumET(Prev)

Roel Aaij requested to merge monitor_sumET into master

By allowing combined monitoring in the HltOnlineRateMonitor and adding rate histograms and counters for

  • The rate of events with SumET(Prev) < 1000
  • The rate of events with SumET(Prev) < 250

For both L0 DiMuon and ODIN NoBias events.

Also, PV histograms only in HLT2, I guess until the Hlt1 Adders have been improved.
