Create new detached dieelectron without IP cuts, relax GhostProb of D* -> D0ee to 0.15

Made a new Dielectron without IP cuts, as they were killing the conversions which I need as control channel. Also relaxed the ghost prob cut a bit, which was a bit tightish. Note, I could not use the existing converted photons, as there is a dielectron mass cut, but this line might also be used for a dark photon search, like A' -> e+e-, which might be heavier than 100MeV.
