Correctly handle the case of no PersistReco lines

Alex Pearce requested to merge apearce-fix-no-persistreco-case into 2017-patches

The current logic in the Afterburner menas Moore can't configure if there are no PersistReco lines. This MR fixes that.

Thanks to @gligorov for spotting the problem and testing the fix.
