Add initial settings for 5 TeV run

• Physics_pp_2017 and a few (calibration/technical) submodules are copied to Physics_pp_5tev2017 (Subdir/Subdir_pp_5tev2017.py).
• protonNeon_2017 is copied to protonNeon_5tev2017 and modified to play nicely with the physics.
• There is a very simple threshold settings file Physics_5tev2017 combining the two above and setting the common L0 TCK.

The 0x1724 L0 TCK draft is at Moore!111 (closed)
