Make Moore swallow upgrade MC

This contains several changes that were needed to get Moore running on upgrade MC using the upgrade reconstruction algorithms.

Goes with Rec!813 (merged) and Moore!117 (merged).

In particular:

• drop L0 support
• configure HLT1/2 tracking with TrackSys, drop Run 2 support
• remove PRS/SPD from Hlt2Tracking
• "disable" some line modules that don't work out of the box
• implement HLT2 threshold settings as detailed in https://indico.cern.ch/event/692134/
