Loosening of cuts for MuMuPhi, MuMuK Electron Tracking Efficiency lines

This MR follows up on the earlier MR on the Electron Tracking Efficiencies. The cuts in there do select signal (tested on MC), but because of the introduction of a few very efficient cuts, we now have the space to loosen up some requirements. This MR describes this step. The rate of TurCal is expected to increase by about 20Hz with this.
