Prescale the Hlt1BeamGasHighRho line

Rosen Matev requested to merge fix-beamgashighrho into 2018-patches
  • Add a prescale of 0.05. With it the target output of 4 Hz can only be reached with > 500 bunches.
  • Add a L0 rate limit of 40 Hz (Hlt1 should accept about a tenth)

This should reduce the high bump in rate in the beginning of runs
