Fix LowMultDiMuon routing bit definition

Rosen Matev requested to merge fix-lowmultdimuonmon into 2018-patches

I was missing "Decision" in the HLT_PASS argument. I also took the opportunity to capitalize muon in DiMuon, which makes the name more consistent (and the automatic rate numbers will appear in the DiMuon group)
