Fix bug in Hlt1LowMultDiMuonMonitor

Rosen Matev requested to merge fix-lowmultdimuonmon into 2018-patches

Instead of and OR there was an AND in the mass cut, effectively killing all events.

With this fix the rate from my test is suspiciously still 0 (+-4 Hz), but better get this in with the updated L0 TCKs for herschel.
