Herschel in HLT1

Daniel Johnson requested to merge johndan-HerschelInHLT1 into 2016-patches

Added new HLT1 line using Herschel information. Added to HltSettings. Prescale can be tightened after running in nightlies. (though it is completely contained by Hlt1LowMultVeloCut_Hadrons)
