Send VELO-open beam-gas data to the EXPRESS stream

  • Add Hlt1BeamGas*VeloOpen lines.
  • Add EXPRESS stream with bit 36 for streaming directly from Hlt1.
  • Assign the new bit for Hlt1Velo* and Hlt1BeamGas*VeloOpen triggered events
