remove T station decoding-on-demand from L0 confirmation code

Gerhard Raven requested to merge graven-remove-t-station-decoding-on-demand-l0-conf into master

The T station decoding-on-demand is not used, and complicates the implementation of the T station hit managers. Thus removal of this obsolete code will enable significant simplification of the hit managers.

Only intended for master, do NOT apply to 2016-patches
