Move PGPrimaryVertex to LHCb for use in Gauss and other projects - LHCBGAUSS-1218

Moved PGPrimaryVertex to LHCb for use in Gauss as well as other projects at same time. Added some improvements to the code at the same time:

  • Make hard coded numbers for smearing configurable, allowing for multiple data-taking periods to be used
  • Add some comments from original authors describing the procedure for assigning the values for the smearing
  • Update CMakeLists to be compatible in LHCb

Problem with git history should be solved.
