Backport modifications needed by Gauss for Sim09

Gloria Corti requested to merge port-from-gauss into sim09-patches

In the Gauss Sim09 branch we had added GaudiPolicy and Det/DDDB as in LHCb v40r1. The first is now moved from Gauss, while the second is ported from v40r1.
