Reverted old default behaviour of CondDBUI.Admin.MakeDBFromFiles

IOVs for the files should be truncated to the requested IOV.

The change in the behaviour introduced with 93ce4e6a was causing problems to the transfer of alignments to Oracle/COOL at the PIT.
