add functional decoding of Muon system

Adds a new functional algorithm to decode the muon raw banks for the upgrade. It's tested locally with Run2 and Upgrade samples, but need to be added to some nightly check as well. Once it's checked, the RecoMUONSeq needs to be changed to pick up this algorithm instead of MuonRec
