Consolidate usesConditions into the LHCb::DetDesc namespace

To avoid users of conditions having to (re)define the magic incantation of usesConditions in order to specify which inputs to their Gaudi::Functional algorithm are conditions, put it in LHCb::DetDesc, in DetDesc/ConditionAccessor.h
