Add explicit Blas dependency, needed with LCG 96

In previous releases, libopenblas.so was put on LD_LIBRARY_PATH implicitly (by ROOT?). This is no longer the case and needs to be done explicitly in LCG_96

Needed by testpoly and testpoly2 tests.

To be ported also to run2-patches
