Move {,I}CaloFutureDigitTool from LHCb to Rec

There exists only a single implementation of the ICaloFutureDigitFilterTool interface, and there is only one user of this interface. So move both interface and tool into the same package that uses it.

must be applied in conjunction with Rec!1700 (merged)
