Provide access to channel properties in RICH PMT detector elements.

This MR provides access to PMT channel properties stored in SIMCOND through the PMT detector element class. Also a conversion from smartID row/col information to a channel number following the hardware readout scheme is provided.

DB updates as in lhcb-conddb/DDDB!36 (merged) and lhcb-conddb/SIMCOND!75 (merged) are needed to access the channel properties, however this MR is backward-compatible (i.e. will work with older DB tags).

Goes together with Boole!259 (merged)
