Support for DD4hep in the framework and for the VP subdetector

Based on a compile time switch, one can now switch the VP subdetector to DD4Hep. In such a configuration, only HLT1 will run properly though

In DetDesc good old configuration, nothing should change, apart tiny differences in the printing when it used to be too much DetDesc oriented.

Depends on gaudi/Gaudi!1048 (merged). This MR goes together with Lbcom!452 (merged), Rec!2003 (merged), Brunel!980 (merged) and Moore!432 (merged)
