Run-3 RICH Bit Index Decoding

John Smeaton requested to merge jsmeaton_RichDecoder-RunIII-Commissioning into RichDecoder-RunIII-Commissioning

Reads 64-bit words from RICH banks, reads positions of "on" bits, and translates these into link addresses, and indices within a link. Each link-index pair corresponds to a single PMT anode within the RICH. The total number of hits for each bit position are recorded in a histogram, for debugging purposes.
