RichFutureUtils - Various enhancements to derived condition objects

  • RichTabRefIndex - Add method to determine nominal saturated CK theta for each radiator

  • RichRayTracing - Add new SIMD method for ray tracing from arbitrary starting points and directions.

Note based off of !2513 (merged) so changes there will be seen here until that is merged.

This MR will not change any refs, as it just adds new functionality (to be used by a Rec update shortly).
