Add PrSeedTracks SOA container

Michel De Cian requested to merge decianm-PrSeedTrack into master

Add PrSeedTracks as an SOA track container for the output of the seeding. Mostly a copy of PrVeloTracks and PrForwardTracks. @lohenry @peilian @sstahl @sesen

Comments are welcome, e.g. about:

  • How to call it? PrSeedTracks? PrSeedingTracks? PrTTracks? - PrSeedTracks for the moment
  • No covariance matrix is included, is it needed? - not included at the moment
  • Do we need more than 3 states? - not at the moment
  • Do we need a different q/p per state? - not at the moment
