Updated UTDAQHelper for PrVeloUT / Some new numbers in UTInfo

Updated UTDAQHelper for PrVeloUT, according to the comparison branch. Includes lookup table for sectors and a vectorized calculation for the sector number. Same version as used for the throughput tests for the HLT1 comparison document. Needed for Rec!2065 (merged)

Some new numbers in UTInfo to be used in the pattern recognition.
