Add inclusive tagger category

The inclusive tagger needs a name, so let us choose one :) @dohanlon @vchobano @mschille Is this the only file I need to change in this project? Do we need more InclusiveTagger versions like Dev etc? If so, what is the appropriate LHCb::Tagger code? Also I am open to alternative naming choices. Concerns were raised that IFT can be misinterpreted as "Heavy Ion and Fix Target" which is also abbreviated as IFT. Some ideas: InclFT / FET (full event tagger)
