cleanup of alignment specific code in DetDesc

goes together with Alignment!161 (merged)

Essentially dropping ownToOffNominalParams method from IGeometryInfo (was unused) and not triggering anymore the updateManagerSvc on the update of deltaMatrix in GeometryInfoPlus
