WIP: First approach to adding nTrack dependence in PGPrimaryVertex

Laurent Dufour requested to merge pgprimaryvertex-ntracks-dependence into master

This is a most simple implementation to add a scaling with nTracks to the PGPrimaryVertex tool. Has to be tested still, hence WIP. @adavis
