Update DDDB default tags to latest ones

Update the default DDDB global tags to the latest ones as in lhcb-conddb/DDDB#8 (comment 4201729) (picks up the update of Bc states in ParticleTable.txt, see lhcb-conddb/DDDB!68 (merged))
