Add functional raw event combiner

Dorothea Vom Bruch requested to merge dovombru_raw_event_combiner into master

Add functional version of the RawEventSimpleCombiner as RawEventCombiner. Combines disparate raw events into one new location. The property BankTypesToSkip contains all non-Run3 raw banks which are skipped by default when checking for raw banks to be copied.
