Add gcc11 and clang12 platforms to PlatformInfo

Added all platforms for gcc11 and clang12 with analogy with those currently used in the nightlies for gcc10 and clang11.

Added also x86_64_v2-centos7-gcc10-dbg+tsan and x86_64_v3-centos7-gcc10fp-opt that were missing for gcc10
